External catering happened when Fallon was running the tea room on her
own account - so it must have been discussed when Natasha decided to
take over the operation - and Fallon was given an employment contract
which would probably say (as most such contracts) that any other
employment must be notified to your prime employer before commencement -
and working on one's own account would be covered.

And back in January the tea room did the catering for Natasha's friend's
daughter.

So once again the continuity is making a complete mess of previous events.

I'm pretty certain that, at the time that Natasha took over the tearoom,
it was agreed that it was fine for Fallon to keep on doing outside
catering. I think Natasha's plan, at the time, was to use her tearoom
job to pay the bills, while she built up her outside catering business,
ready to desert the tearoom once her own business was up to speed.
